We have got to a stage in this nasty nasty game called 'who will launch on HG next?'

Sue Bowles and Bishop Crook,

Do you think I need lies from a Bishop who has upheld a paedophile protector who is the lay chair of the Jersey synod?
Do you think I need lies from a Bishop who has upheld two paedophile protectors who have abused the press and dual church and States roles in order to harm a vulnerable adult?

I have made a complaint, and while Juliet Montague's ex-boyfriend, Bishop Trevor continues to lie about safeguarding and uphold wrongdoers and actually take part in very questionable activities in the church, he has nothing but lies.

Let me re-iterate, I have made a formal complaint against the behaviour of the Dean and Deanery of Jersey and that stands until it is actioned properly.

How long ago did I make this complaint? Well it has actually been a live complaint now for a number of years while the Jersey Deanery have been free to destroy me publicly and through the press, and Bishop Trevor's response to all this and the two paedophile protectors harming me from their conflicted church-government-judiciary positions was to abuse the press himself by claiming safeguarding in the churches was good. Backed by the Archbishop's upholding of this, despite neither Bishop Trevor nor the Archbishop ever having met me, heard my side or made sure my side was included in any of the conflicted whitewash reports.

Do you have any idea how traumatic it is to be contacted right now so that the Bishop can lie to me? I am homeless and destitute and destroyed after the recent onslaught against me by the church, press and complete strangers who attack me because of the lies in the press.
It is too late for the church to make a pretence of response, and especially Juliet Montague's ex-boyfriend, Bishop Trevor.

Juliet used to really make us laugh when she came home with tales of the Bishop wooing her and their little times together, he was a joke even back then.

Seeing him in Jersey manipulating the vulnerable was shocking when I lived in jersey, he was really in with the very questionable activities such as the paedophile fest that couldn't possibly be anything to do with God, where the leaders got the children to lay hands on people. Safeguarding in Jersey is good? You should have seen the greasy paedophiles huffing and puffing their way to the front of the qeue, and that was normal in the Jersey church and undoubtedly still is, it is the one place where paedophiles and their protectors know, especially from watching me be destroyed, that they are pretty much invited to go in and pick out victims. Bishop Trevor abuses the press to openly uphold this, because gathering from Juliet Montague, his own morals are deeply skewed.

I would like to re-iterate my formal complaint against the Dean and Deanery of Jersey and remind Bishop Trevor that lying about safeguarding in the press whilst knowingly employing men who have put children at risk, is Godless and dishonest and harmful to me and other victims of church abuse.

I do not care for a response from a Bishop who is known to be devious and to uphold wrongdoers, did you see the showing off about his expensive new crook that the churches in Jersey bought him as a thank you for protecting their wrongdoing, what does that have to do with Christianity, wasting money on things that God would not condone instead of helping the poor? Pathetic, and to use the press for it? The modern day pharisees. Jesus turned the tables over in anger, 'two thousand years go by, still they cry 'crucify, crucify!' It is disgusting.

Now, for the past three years, Bishop Trevor has overseen the Jersey Deanery abusing their power and publicly destroying me, his response has been to lie in the press about safeguarding, thus further harming me. He upholds wrong and thus his belated 'response' after the recent attack on me from which I have no recovered, is about as valid as his claims about safeguarding.
Not valid at all.

Make sure he ensures a full independent investigation into my formal complaint.
I know the church don't know what independent means, because they referred to Korris, Gladwin and Steel as independent and allowed those people's conflicts of interest to publicly destroy me. There has been no report that includes me and no independent and unbiased report. No apology has been made for the damage and the damage is now a serious threat to my life.
Bishop Trevor's public upholding of the Jersey Deanery's corruption last year sparked an attack on me that nearly cost both me and Bob Hill our lives and according to Bob Hill, Bishop Trevor knows and doesn't care, hence any belated response hardly being credible. Let me remind you:

While I am in severe crisis, I cannot take any more lies from the church and if you email again while I am fighting, with no money even for food, to keep a roof over my head, the consequences will be catastrophic, so please don't. Just make sure there is at last an independent report, after three years of Bishop Trevor overseeing and condoning his Jersey Deanery's public and illegal destroyal of me.
Safeguarding? What a joke!  And why are you trying to redeem Bishop Dakin? He should be sacked and he thinks he can save his skin through using me? He is pathetic.
Have any of you any idea of the seriousness of the situation, I am fighting to stay housed and fed, I have no money at all and no access to help, and why am I fighting when the damage the Archbishop and Bishops have done on top of the way I am branded makes my life completely worthless and the continued pretence of response after all these years by the church is catastrophic, because it is all lies, excuses and back covering, which compounds the damage. You are collectively putting my life at risk, it is a collective and collaborated effort, no mistake, and it really must stop and an outside investigation must be carried out.

Answer me this, why would the Bishop of Dover suddenly respond now? Where did you get my email addresses, Sue Bowles? Well you got them from three years of my emails to the crooked Bishop, as he has been known since that laughable showing off in the Jersey press.  So, why ignore me for three years and launch on me along with a load of other eager liars, Dakin, Tilby, Dodds etc, after the Archbishop has dealt me the death blow by showing how corrupt he is by apologizing to the Dean, having met the Dean and his powerful clique and bent to their version of events and never having met with me?!
It gets ridiculous and it gets pathetic, the damage is done to me, the damage is too much for me to heal from now, you know when you see an animal with it's head hanging and you know the kindest thing would be to shoot it? That is how I am, and nothing the Bishops or coverup board says is really relevant. I may well be unable to go on fighting for my life, my back really is broken, but I want an independent report into everything that has happened to me in the church, not least the abuse of power by conflicted members of the Jersey Deanery, and the Bishop of Dover's bullshit will not change that.

Please make sure the following small sample of relevant statements and letters below  reach the independent inquiry when Bishop Willmott wakes up again and remembers to call this inquiry, in three years time? After my shamed, disgraced and branded death?

By the way, Tilby and Dodds, I am sick of this bombardment when you know I am in crisis, and what is it in aid of? Lies and cover-up, not my welfare or a proper response to my complaint.

A look back at 2015, July to December

July:

I had a sad start when I was told that the car I had been offered on loan was not available. I didn't blog this as I was afraid that talking about any possible progress in my life would trigger a vengeful attack by Jane Fisher, who is a very jealous lady and spent so much time destroying me and everything I had built up in my past life.

Anyway, life went on, struggling to get to work and carry tools and equipment on the bus, although my friend helped me out with lifts wherever she could.
The blue bike was also complicating things by playing up at this point.

I continued physiotherapy and sea swims but wasn't paying any attention to diets and gym.

What I wrote on July 13th 2015 is so profound that I thought I may as well add it in here:

 http://lifeafterthediocese.blogspot.co.uk/2015/07/monday-morning.html

This is the song that reminds me of the summer of 2015, although it comes from the sad circumstances of Pheobe's funeral in Hollyoaks.
https://www.youtube.com/watch?v=WpyfrixXBqU

Hollyoaks became my best way of chilling out after a hard day at work early on in 2015.
It is shallow and not always well-researched, but even my adoptive Mum says there is nothing wrong with something like Hollyoaks to help me relax and take my mind off things.
I never thought I would be a soap fan.

Through the year I had been occasionally remembering to go out with my mates to cinema and other events, but not often, especially as money was tight. I started pen pal letters as a safe and easy form of armchair socialising, not sure what the armchair thought, but I still enjoy penpalling very much and my pen pals are like real friends. A lot of shy people or people who find socialising difficult find pen palling a good way of socialising.

On 16th/17th July, life changed again.
I had put a bit of money aside from tax credit backlog. And I saw a car on the local marketplace site. I decided that this car was either too good to be true or perfect for me when I read the advert.
So my long-suffering friend came out in the evening and drove me to look at this car.
My last car in Jersey after Anna's demise had been a bum steer, so I was quite worried about buying a car. I had been having refresher lessons in July due to the fact I hadn't driven since Jersey. But I was very wary of re-introducing things into my life that had been left behind in Jersey. On the other hand due to my work, there was no way I could go on paying for expensive bus passes for unreliable buses. The only was was forward now.

So the day I went to the cinema with my mate to see 'Self/less' which you know is now my favourite DVD, F.P Nortycar, otherwise known as Florence, became my car. I was nervous from the start, an old car like Florence, even though she is a Peugeout, is a constant worry as to how long she will last and when she might break down, I just look after her as best I can.
I was very nervous to drive her at first and the night we collected her, my friend came back with me on that first drive, with her family following behind and guarding us from impatient cars.

Florence broke down two days after I got her. Norty little madam that she is.
For two weeks I was undecided as to what to do, money was low and to even have her towed would be expensive, I didn't have any car equipment and no mobile mechanic was available, while no-one I knew had any mechanical experience. I felt stupid and awful.
She broke down on the morning I was due to go to see my new therapist, so I grabbed my bike and ran for it.
I got to my therapy on time and my therapist is still my therapist, isn't he a brave man?

After almost two weeks, everyone in my life was telling me to contact the car's previous owners and ask them if they knew what might have gone wrong and if they had any jump leads.
I still didn't know if they had sold me a pup at this point and was nervous. But I contacted them. They came round promptly with jump leads, it turned out he was a skilled mechanic and knew this car very well, he discovered that it wasn't the battery, but the ignition amplifier had failed, he replaced it, and he became the car's best friend, assisting with any problems, he had probably been maintaining this car for years, hence it being in such good shape. But now with the car back on the road, I suddenly regained confidence and the memory of driving before.

By now I was already doing study preparation for University, which was due to start in October.

I was also addicted the 'Humans' series on Channel 4, and I have the DVDs now.

The weather in July was good, and I biked and swam and enjoyed BBQs and Bonfires.

My first music exam must have been in the summer, but I can't find it in the blog.

August:

Well, August started with a bang. My landlady's daughter had moved herself in and then the landlady suddenly said she was moving a family with children in and we could like it or leave. A family with children would be impossible for me to live with, so I started to search for somewhere else, very upset.

I soon found the flat I am now in, and it was unfurnished so I had to look at furnishing it before I moved in.

I also started doing the paper rounds by car as I was now covering extra rounds.

I proceeded with the move to the flat. The upheaval left me unsettled as I had expected to stay where I was longer. Thankfully my friend helped me through the bewilderment and emptiness with tea and sympathy.

The rest of August was spent on trying to furnish the flat and make it into home. I was now completely independent and self-contained, all bills and responsibilities were mine. But at least I was no longer doing all the housework for a whole house.

Unfortunately the house move and moving heavy furniture, while also helping another family move, led to me tearing a muscle in my shoulder, which took a long slow time to mend.

The move to the flat took me some distance from the paper shop, and trying to do the papers by bike was no longer working, so I went by car every day. Then I was offered the rural routes for more money, and the car was essential. I was now having to get up very early in order to get to the paper shop for 6.30 and get the paper bundle to the rural distributor before doing my new rounds.

September:

September started with my adoptive Mum coming over for the Royal Inspection of the flat. She approved.
Then the sofa bed saga occured. I had been sleeping on the floor of the flat when I moved in, and because the flat is small, I thought a sofa bed would be good. But the sofa bed was so uncomfortable that I didn't sleep well, my friend brought camping mattresses round and that helped a bit, but now getting up early, still unsettled in the new place and not sleeping well, it was all putting stress on me,  my injured shoulder was also suffering from the sofa bed.
The doctors had put me on codeine for my shoulder and I was even more ill.
After a while I had to beg the local welfare scheme for help, and they had a bed delivered promptly, God bless them.
I also decided I needed just a few days off from doing the papers, and that was a lifesaver, I slept in and felt better.

On Friday September 11th, my friend came round to my flat, she was worried about me being ill and she had brought me another camping mattress to make sure I was comfy.
She was coughing, she thought she had a chest infection and she was considering seeing the doctor as it hadn't cleared up.
Unfortunately it wasn't a chest infection. And it wasn't pneumonia, which was the next guess.

The next thing I heard was that she was in hospital.
She was terminally ill and the illness had crept in and got a hold. Already there was little they could do.

Florence P. Nortycar also tried to quit life at this point, she blew her head gasket and that was nearly the end of her, thankfully her best friend was prepared to fix her. She was off the road for 10 days though so I couldn't do the rural routes and had to just bike round my old round instead.

My dental problems continued and I was increasingly unhappy about that.

I ended September by nominating the Bishop of Winchester as spiritual guide for the envoy to Mars.

October:

October is anniversary month, so it can be gloomy. I did what I do every year regarding one anniversary, the one where I was left destroyed and homeless by the Church of England. I went to Southampton airport, and walked down to collect myself from arrivals.

 http://lifeafterthediocese.blogspot.co.uk/2015/10/the-5th-anniversary.html

Now I was also officially starting university, having started studying in preparation in July.

My friend came home from hospital and she seemed happy but tired, she said she didn't mind dying, but of course I minded that she was dying.

Up until this point the Church of England had been fairly quiet except for a jeer about 'God's people being safe in the churches in Jersey' well what about the normal people and the vulnerable? With a paedophile protector as lay chair of the Jersey synod and my abuser still lauded and upheld while I was destroyed, real people aren't safe in Jersey's churches and I was left shocked and distressed by Bishop Willmott's duplicitous statement,

But now the Jersey Deanery, led by their 'lay chair' attacked with full force, stomping like two year olds and demanding their whitewash report again, and abusing the press and media in order to get themselves heard.
The press and media and random strangers in turn abused me over this matter.

This continued into November, seriously disrupting my university studies and music studies.

Thre DWP, HMRC and council also decided to bombard me with rubbish and confusing stuff at this point too.

The bad anniversaries coninued with the church attacks.
It was a horrible October and November.

November:

Early in November, very ill from the onslaught by the Jersey Deanery, and also now physically ill as well, I went to sit another music exam. The church hatred and onslaught had trashed my revision but I decided to sit the exam anyway.
I really couldn't tell how well I had done at the time. But my adoptive Mum met me outside the exam hall and took me to lunch and we had fun at one of my old favourite cafes, before I proceeded to do something that is omitted from this blog much as most of the Jersey Deanery onslaught is, I just really wanted to blog as normal and say nothing.
After I left my Mum when we finished lunch, I drove to Winchester.

Winchester was quiet and normal, and as usual I tried to get over the feeling of sickness and disgust that is the legacy of the way Jane Fisher and Michael Scott-Joynt destroyed and defamed and drove me from my home town humiliated and destroyed.
Today was a triumph over their sickening exile of me from my home town and loved ones.

I walked up to the Broadway.

There weren't many people yet.
I got my wristband and I waited.
People began to gather.
It began to get dark and the atmosphere began to build.
I was restless and excited as I always have been.
I got my firebrand, I was a bit too eager, I lit it while others were keeping theirs unlit.
I realised I was too early so I put it out again.

I waited, and there was plenty of space to move around, and it got later, things were running late now, firebrands were being lit.

The crowd gathered and increased, and more people asked to light their firebrand from mine, the more people who ask you for a light for their firebrands, the luckier you will be.
And then we were off, walking up the hight street with our brands, looking back at the line of lights following.
I raise my firebrand high in the air and joyful as the flame burns bright:

Winchester, my heart, my home my heritage!
Nothing they do can take you from my heart!
Nothing they can do can take you from my heart!
Winchester, my Heart, my Home, my Heritage!

We proceed round onto Jewry Street,  the noise, the lights, the crowds, my heritage, my memory, all I ever knew. The crowds who split onto George Street rejoin us as we walk to the halted traffic on City Road and round down onto North Walls.

Those years ago, North Walls was free, but because of council regulations, they have to charge now. But it doesn't matter, it is still North Walls. We stream in onto the field, the floodlights partially light the field, and all around the edges are the food vans and attractions as the atmosphere builds and people begin queueing.
There is a sad empty space beside me for the people who used to be there with me, should still be there, but the diocese took them away.
But North Walls is immortal and beyond the vengeful rage of Jane Fisher.

The bonfire and fireworks are awesome, of course.

And then I head home.

North Walls of the past (scroll down the post a bit):

 http://whatreallyhappenedinthechurch.blogspot.co.uk/2014/02/anything-and-everything-and-happy.html#.VoVrt1LP7D4

I found a new dentist who has been repairing my teeth very well.

Then the world shattered.

Bob Hill collapsed, presumably with the stress of his battle with Philip Bailhache and the press and media and Church of England over my case. I had been begging him to back down and leave the case alone but Bob was a law unto himself. He collapsed and for a few days I didn't know if he was still alive or if he had ever woken.
In that time I kept a candle burning, the guiding light to draw him off the ghost roads, and I offered God my life in return for his.
This song became 'Bob's Theme' as I waited to find out what had happened. All I could do was fight for his life in prayer and spirit. It is true he hurt me badly, but he had my welfare at heart.

https://www.youtube.com/watch?v=2nnw4STQMSc

 http://lifeafterthediocese.blogspot.co.uk/2015/11/guiding-light.html

When I saw Bob, he was awake, lucid and with some movement, he understood some of what I said but he had no ability to speak, which broke my heart as he had spoken for me, and had been speaking in my defence when he collapsed and I believe it is why he collapsed.
I wish him a speedy recovery.
In his collapse he also saved my life again, because I ended up at the hospital with a blood pressure reading of 180/113. I didn't know how ill I was until Bob collapsed.
I have been under constant and severe stress for so long, my blood pressure has to be regulated and medicated, and as a result I am trying to live very healthily, with a vegeterian diet and no cows milk, regular diet and fitness appointments and trips to the gym.

I blame the Church of England for ruining Bob's retirement, they refused to give him a hearing on my behalf and went on and on attacking my life, so a good man ended up ruined.

The darkness and distress and horror went deep, and despite the state I was in, the NHS refused to help me properly, and I had been forced to stop seeing my therapist due to the church crisis and lack of money as the gardening season went down and I struggled to find replacement work while I was in the awful state that the church left me in.

I was missing the cranky old cat from the old house so I got a new pet, remember him?

I started a delivery driving job, which lasted a month. They overworked me and didn't pay me.
But I started it on November 24th and quit at 11pm on December 24th when they weren't paying me so december was so thin and horrible and they wanted me to keep working on Christmas eve and not go to midnight mass and they were rude about my faith. That is the tip of the iceberg, I never wrote it in the blog because I like you to think everything is OK as much as possible.
My response to their crass behaviour on Christmas eve night? 'The Baby Jesus comes first you stupid f*ckers!'.
I worked willingly even though they made me work all the time, changed my start times every day, and really were not nice.
I have had so many instances in my life of staying in miserable and abusive situations, most notably in the church of England, that I am having to learn not to be afraid to break free quickly no matter what the cost. As my former psychologist said, I am easily exploited. I hate that.

Anyway, onwards into december.

December:

A positive start with a good needs assessment that recommended support and communication technology.
Then more worrying news.
My adoptive parents started having health scares, so my Mum couldn't come over and help me with the net curtains.

The car had a service and some work that needed doing was flagged up, so the car's best friend did some of the work.

I then made another journey. And as I said on the blog 'Road to hell' comes to mind.

I felt very sad that due to the people I was delivery driving not paying me, I was left unable to prepare for Christmas or help with shoebox appeals or toy appeals or anything, those things are part of my Christmas, but with barely enough money to feed the electric meter, I could do nothing.

My phone got broken and I had no money to repair it, which added to the chaos.

I managed to enjoy local carols and Christmas tree festivals and temporarily joined a church as I missed the church at Christmas too much.

To add to the thin and unhappy time, my friend who is terminally ill was deteriorating, and we didn't know if she would make it to Christmas. But she wanted me there on Christmas day, if she was still there. This was really hard to live with.

I had some early Christmad presents including a wonderful tv/dvd player from my friends who I did some work shifts for, as they were relocating.

Then my customers on the rural paper routes started giving me Christmas cards and tips, so I started to be able to feed the electic meter and get Christmas things.

I got conjunctivitis just to add to everything.

Then I was offered a local paper round that I can do on the blue bike, because I think the very early starts and distances and wear and tear may not be good for me and Florence, so a local round by bike may be easier.

I managed to see my Mum and a few old friends for a pre-Christmas visit although it was a bit rushed due to everything I needed to do before Christmas now that I had got a bit of money.
I am blessed that someone heard I was struggling and sent me paypal money just by having my email address. I didn't know people could do that! :)
Hint hint, feel free to test it out.

The Christmas tree got decorated on December 19th, much too late as far as I am concerned, I like a tree from the beginning of december, I like the lights and decorations.
I am very happy to have so many Christmas cards this year, coming out of the darkness and into the light again maybe? I wish I could think I can keep this life and continue to build but I live in fear of being destroyed, imprisoned and killed by the Church of England.

Despite everything, the Christmas atmosphere has been good, the delivery work and papers in the dark with the carols playing on the car CD player, the cards and the lights and the presents and the food in the end. And the tv and DVDs, and my foster-church.
I also went out for a lovely Christmas meal with my mates.

My friend rallied a bit in the week before Christmas and I knew she would be there on Christmas Day.

The weather turned bad just before Christmas. And the local party was dampened.

I had agreed to work on Christmas Eve, Boxing Day, NewYears Eve and Day and was surprised that they also put me on the rota for all other days without a break.
On Christmas eve night things got too much, I was tired of the way I was being treated, and when they left me as the sole driver and tried to make me stay on and on and work after 11pm when I was due to stop and go to Midnight Mass, an argument broke out.
I was left very upset but I quit. And I am glad I did, I won't be exploited any more.
I was crying as I went to Mass, but I found the service comforting.
I got home at 2am on Christmas morning and slept peacefully into Christmas Day.

We had a lovely Christmas Day and my friend was happy, she enjoyed her last Christmas with all her family there, and they looked after me well and it was lovely. She made an effort to live to see it. Now she sleeps a lot and hasn't got long to live.

On Monday I went to spend the day with a disabled friend who is alone and without carers over Christmas, I cooked him a full Christmas dinner and we had a great day. So lucky me, I have had TWO Christmas Days! How greedy can you get?!

I have had a peaceful holiday of tv and DVDs, walks by the sea and quiet time here. I have been covering extra rounds for the paper shop though.
And I am already starting my next music course, I am self-taught at the moment but putting in for exams is easy. On Christmas Eve I got the results of the exam that the church disrupted, I passed. I also have my next wave of assignments for university to work on, and I am hoping the Church of England doesn't further disrupt my course.

It is hard to be optimistic about 2016, I am under too much strain from the Church of England and other areas and I need to find more work. However, all I can do is try to hold my head up and face the future bravely and fight for things to get better. As I hope I have done this year.

Happy New Year everyone! :):):) Blessings and prayers for a better year all round.

Jerseys Anglican Church: Some Problems with Safeguarding

Safeguarding

Clergy and senior lay leaders in Jersey's Anglican Church have had training in protecting islanders from abuse, the Bishop of Dover said. The Right Reverend Trevor Willmott said new safeguarding measures are in place to reassure everyone in the church. It follows a decision by the church's governing body - the Synod - that improvements must be made. Bishop Willmott said there was no question in his mind that "God's people are safe in this island".

-- BBC News

What would be useful to know, in the interests of transparency, would be the enhanced policies and procedures. I’ve had a look at the Town church website, and the only thing remotely connected is in the diary where there are “safeguarding training and lunches”

There is no safeguarding officer to contact in the list of contacts, no safeguarding policies on the website, and no indication of these new improvements at all, no links to safeguarding elsewhere (such as Dover) - or, for that matter, what training consisted of, or what they had for lunch!

Now pretty well any club or organisation which deals with children and vulnerable adults has a policy on their website, but the Anglican Church in Jersey does not. We have no idea how complaints will be handled, whether minutes of meetings will be kept, whether it will be ensured that vulnerable adults will have someone they trust in attendance.

It is also not clear how the church would act to implement the policies anyway. Part of the problem, both locally and in the UK, has been the way that in local communities, it is difficult to find someone outside and independent to look into these matters.

As one English survivor, called CF, said of her case:

"An abuse policy that does not have a clearly stated process of implementation is effectively worthless. A vulnerable person or an abused person by definition has no power in the Church. This means that someone with power has to make a decision to implement the policy, but to do this they have to suspend their total and complete faith in the priest or other person concerned."

There is a link to the Canons of the Church of England in Jersey on the Town Church website, and it is here that some interesting notes on safeguarding arise as the local Canons differ from the English Canon Law.

Let us look at changes to Canon Law to improve safeguarding in England:

On 16 February 2015, David Pocklingtom reported on changes taking place to Canon Law in England. This is what he noted:

At General Synod on 12 February, Mr Geoffrey Tattersall introduced the main provisions of the Draft PCCs: There was agreement that the disqualification and suspension provisions for PCC members should mirror those in relation to churchwardens. Furthermore, a bishop should also be empowered to suspend PCC secretaries and treasurers who are not PCC members.

(GS 1952A) and the draft Amending Canon No.34 (GS 1953A) – Draft Measure and draft Amending Canon for Revision. The main points identified in his speech are summarized below, and the Report by the Revision Committee is available as GS 1952-3Y.

The main provisions of the draft Measure are:

Suspension of a priest: Section 36(1) of the Clergy Discipline Measure already provides for the suspension of a priest or deacon when disciplinary proceedings are commenced or he/she is arrested on suspicion of committing a criminal offence, is convicted of certain offences, or included on a barred list.

Clause 1(1) of the draft Measure adds a power to suspend where the bishop is satisfied on information provided by the police or local authority that a priest or deacon presents a significant risk of harm – as defined in clause 1(2) – but before suspending the bishop is required to consult at the very least the diocesan safeguarding advisor. Such suspension continues for 3 months but may be renewed.

Churchwardens: The current clause 2 of the draft Measure provides for the disqualification and suspension of churchwardens. Mr Tattersall highlighted that:

Although the initial draft provided for a waiver of disqualification, the Revision Committee was persuaded that any such waiver required further clarity. Consequently clause 2(2) provides that before giving any waiver the bishop must at the very least consult the diocesan safeguarding advisor, and must give reasons for any such waiver, and that any such waiver will be of unlimited duration and have effect in every diocese;

As to suspension, the Committee agreed that a bishop should not only have power to suspend a churchwarden in the circumstances set out the present clause 2(5) of the draft Measure: i.e. if arrested on suspicion of committing a Schedule 1 offence, but also if the bishop was satisfied that the churchwarden presents a significant risk of harm.

And the draft Measure states this:

A relevant person must have due regard to guidance issued by the House of Bishops on matters relating to the safeguarding of children and vulnerable adults.

(2) Each of the following is a relevant person—
(a) a clerk in Holy Orders who is authorised to officiate in accordance with the canons of the Church of England;
(b) a diocesan, suffragan or assistant bishop;
(c) an archdeacon;
(d) a person who is licensed to exercise the office of reader or serve as a lay worker;
(e) a churchwarden;
(f) a parochial church council.

(1) In this Measure, “child” means a person aged under 18.
(2) In this Measure, “vulnerable adult” means a person aged 18 or over whose ability to protect himself or herself from violence, abuse, neglect or exploitation is significantly impaired through physical or mental disability or illness, old age, emotional fragility or distress, or otherwise.

Given that part of the reason for the split between Jersey and Winchester arose from a complaint made by a lady called HG about a churchwarden, these changes in England’s Canon Law - which mention churchwardens - need to be replicated in Jersey.

What is missing, therefore, from the Bishop’s statement is:

1. Policy and procedure documents available online in the public domain, including contacts and how to report a complaint.

2. Changes to Jersey Canon Law to bring it in line with England’s new safeguarding measures

Without those changes, the statement by the Bishop of Dover, that "God's people are safe in this island" seems rather hollow. It leaves significant gaps which still need to be rectified if that statement is to be made good.

'There's something wrong with my microphone' said the Vicar...

... 'And also with you!' replied the congregation.

This limerick was blatantly pinched, stolen and nicked from the rightful author, as you can see, I am not bright enough to write something like this, as Peter Ould will confirm. Has Ould been canonised yet? Usually the Church of England promote and canonize any clergy who behave badly.

There once was a Dean called Key
Who broke away from a Bishop’s See
He fell out over Bishop Dakin
Over the fuss he was makin’
And went over to Canterbury

There was a Vicar called Ashenden
Who always said he was the Queen’s Chaplain
We are not amused, said the Queen
Either by him or Jersey’s Dean
But we’ll say nothing except Amen

The only reason the Church of England are managing to survive in the mess they are is because of the sheep mentality.

A letter of Questions

Dear Dioceses of Winchester and Canterbury,

This is a letter of questions.
Some of Which I have already asked you but have decided to share with the general public.
The list of questions is exhaustive, because what the Church of England have done in their crazy showing off has brought up many many questions, and as you continue to subject me to harm and damage to my life, I am answering with questions.

1. Diocese of Winchester, Don't you think it was ultimate abuse of power that you liased with the police to destroy me for continuing to fight both your refusal to deal with my complaints and your illegal violations of my life, and then you used the same police to have me illegally traced so that you could go on destroying me?

2. Can you explain why, if your reports were about safeguarding, why you allowed Gavin Ashendent to be interviewed for the Steel report when he has never met me, was not in Jersey when I was there and was abusing his power as a former lawyer and chaplain to the Queen in order to protect the Dean, and has gone on to cause serious safeuarding issues in Jersey and the Diocese of Normandy?
What is being done about the safeguarding issues that Ashenden is causing in Jersey? Examples of which are commented on here:
1)http://tonymusings.blogspot.co.uk/2015/04/gavin-ashenden-and-devil.html
2)http://tonymusings.blogspot.co.uk/2013/06/on-demonic.html
3) http://tonymusings.blogspot.co.uk/2015/03/httpwww.html

3. This is one of your clergy, who you are permitting to use the press to spread terrible propaganda against vulnerable people and Islam. Can you explain why?

4. What is being done about Ashenden's behaviour, including his slander of me in the press and media, which is also a safeguarding issue? Can you explain why the Diocese of CAnterbury and the Diocese of Winchester are allowing Ashenden to run a column in the JEP that is furthering his damaging views and harm to vulnerable groups?

5. Unrelated. According to Bob Hill, the Diocese have agreed to pay for my accommodation for the rest of my life. That was in 2013. It is now 2015. Would the Diocese like to make the arrangement to backdate the money to 2013 and start paying me?

6. Could the Diocese of Winchester please explain why, if there was nothing wrong with the Steel report so that they were prepared to release it in 2013 and again in 2014, why it has been 'being looked at by legal and safeguarding experts' for a year now. With legal fees starting at £300 per hour, and safeguard expert fees probably not much lower, how much has a year of these experts cost? Who is paying, and why, if the report has twice been prepared for release, has it needed a year of 'being looked at'?

7. Can the Diocese then confirm that what they intend to release in the end is not the full whack of what Steel, Bailhache, Key, Ashenden, Birt, LeMarquand, LeFeuvre and other powerful and conflicted interrelated people engineered to cover up for the Dean and my abuser at my expense? Can the Diocese explain what worth a report hijacked by the defendants and amended is worth to the general public, transparency and safeguarding, especially considering how much it has cost?
How much, including the year of having the Steel report looked at by experts has this un-safeguarding report cost? And who are these experts? And why have these experts been given a report that excludes the person it is about and their views? Why after a year if these are genuine experts, haven't they spoken out about this being one sided?

8. A question was asked in the States of Jersey recently: Why is the Dean on Sabattical (again) and who is paying for it? I would like to ask the above question and also add, why was he apparently sent on Sabbattical by the Luitenant-Governor of Jersey? And why did he and the Deanery make a concerted effort to get the Steel report released before his sabbattical?

9. Can the Church please explain which authority they have referred the complaint about Sir Philip Bailhache's abuse of power and breaches of the data protection act while holding documents he was not entitled to, and when the results of that investigation will be available and where to get a copy?

10. On the same theme of investigation, who is investigating the smear campaign and lies about me in Jersey's local press and media by the Jersey Deanery, and the wider attacks on me as a result of the Bishop of Winchester and Archbishop of CAnterbury's launch of my case and the Korris report into the National Press. Who is carrying out this report and when will I be interviewed?

11. Remaining on the subject of reports and investigations. The Diocese of Winchester made a lot of noise about safeguarding and transparency and independent report, but as yet, no independent report that includes me has been arranged, unless it has been arranged without announcement, and as yet, I have not been contacted for interview. As all are aware, the Bishop has instigated investigations into Jane Fisher and the Deanery of Jersey's complaints against me, in the form of the Korris and Steel reports, but has not instigated any investigation into my complaints against the Jersey Deanery and Jane Fisher. Therefore this is an entirely unfair situation. When is the Bishop of Winchester or the Bishop of Dover going to arrange for a report into my complaints?

12. Can the Bishop explain exactly why he has effectively done a public, illegal and unjust investigation into me, and called it a safeguarding report? Can the Bishop explain how paradoxically destroying me while claiming it is in the interests of safeguarding makes sense? Can the Bishop explain why he has given a voice to my destroyers and unpheld them?

13 Can the Bishop explain why he had me illegally traced by the police on the claim that the diocese 'wanted to help me' after they had destroyed me, and he then went ahead in upholding the way the diocese had destroyed me, by threatening me, with the police and record that I would not have got if his clergy and safeguarding officer had not been doing wrong in the first place?

14. Can the Bishop of Winchester explain why, when he claims to consider Safeguarding is very important, why he has not dealt with Jane Fisher, his safeguarding director who has committed serious misconduct, and, as she is also a Reader in the Diocese of Winchester, why he has personally not dealt with complaints against her and left her to openly harass me, in the case of her illegally referring me to the NSPCC, illegally liasing about me, and her jeer of adding me on twitter last year, showing off that neither diocese nor police had dealt with he rmisconduct? And can the Bishop also explain how, as Jane Fisher is a reader, he has dealt with her conflict of interests in the 'Safeguarding complaint' as she is a reader alongside other readers in the Jersey Deanery, such as Ian LeMarquand and Neville Brookes and others who are close to my abuser? And can the Bishop explain why the formal complaints against Jane Fisher have not been dealt with and why after the complaints were made, she was allowed to continue to be involved in the Jersey Safeguarding matter? And why she refused to deal with the case of another vulnerable adult mistreated by the Church in Jersey, when she was in Jersey to illegally liase with the police over my case?

15. When is the Diocese of WInchester going to announce the conflicts of interest and coercions and abuses of power that rendered their 'visitation' and investigations in Jersey worthless? This includes connections between the Jersey Deanery and: Judiciary, Police, Masonic agreements, lawyers, advocates others involved in law, press and media workers, relatives and friends of the Dean, my abusers and the others listed here, other people not listed here. Unless the Diocese is quite open and blatant about these conflicts then they are neither being transparent nor honest, and if the Diocese do know these conflicts, then that again invalidates their 'investigations'.

16. What are the Diocese of Canterbury doing about the Jersey situation? Not a lot if Ashenden is anything to go by.

17. Did the Diocese of Winchester undertake this open public attack on me without foresight or was it deliberate? If the Bishop felt that he had the evidence on which to suspend the Dean, why did he then clear him before the Steel report was carried out, and thus defame me by anulling what had happened to me, and giving the press opportunity to attack me as discredited, why, if the Bishop re-instated the Dean, did he then proceed with the Steel report, having gone from suddenly suspending the Dean to suddenly clearing him? How did the evidence change from publicly suspending the Dean in the NAtional press, to clearing him? And why did the Steel report then occur when the Bishop had annulled his own actions, and why then has the Bishop not apologized to the Dean?

18. Why if the Dean was cleared, did he 'apologize' to no-one? Why did the feeble 'apology' never get sent to me by the Diocese? And why, when it was never sent to me, was it used as a 'trophy' on the Church website, after the Bishop cleared the Dean without even interviewing me?

19. Why, if the Korris report was inaccurate and thus you have cleared the Dean, have you not publicly annulled the Korris report and instead allowed me to continue being shamed and defamed by it? For example, in the Church (Times) Rag? Incidentally, why have you also allowed your clergy to libel and defame me in the same paper, where hundreds of clergy read their side of things and without my views added, one side of things gets heard and believed, and the same with the rest of the press slander. How, with these massive irregularities, can you claim that anything you have done is to do with safeguarding, and again, since you have cleared the Dean at my expense, why have you not apologized publicly to him for suspending him and publishing the Korris report? And why have you not apologized for me for the defamation and data protection breaches that have led to hate attacks and shunning of me? How is what you have done anything to do with safeguarding?!

20. Can the Bishop explain, in the context of the public display of abuse of power and ignorance of vulnerability and the effects of abuse shown by the typically wealthy and powerful Church members in response to the 'safeguarding reports' How the Bishop and Diocese have improved safeguarding through their actions, and how the Bishop and Dioceses have countered these ignorant, bigoted and narrow attitudes and educated these people on the subjects of poverty, vulnerability, disability and abuse? Especially notable church officers such as Philip Bailhache, Ian LeMarquand, Bruce Willings and other conflicted Church members? Can the Bishops publicly describe the work they and his dioceses have done in response to the open bigoted prejudiced and nasty attacks on me and on all abuse survivors and vulnerable people as a result of the Bishops unprecedented public attack on me and the Jersey Deanery through the Korris report?

21. Can the Bishops explain what action has been taken against the Clergy and Laity in the Jersey Deanery case for their ongoing misconduct as a result of the safeguarding report? And when there is to be a safeguarding investigation into my complaints, presumably leading to further appropriate action? And why a number of people involved in misconduct were actually promoted, as seems to be a generic action by the Church of England?

The next set of questions are the ones that I sent to Jan Korris in my open letter to her:

Here are some questions that you and other people need to ask the Bishop of Winchester:
1. Why did he have me traced and violated, illegally by the same police who his safeguarding officer had me destroyed with? Why  he do that AFTER publishing the Korris report and not in order to offer me a chance to participate?

2. Why were my amendments and views not added if it was a genuine safeguarding effort? And why was the report left up, not amended, until I took the Bishop to court?

3. Why did the Bishop not release the Steel report to a court of law if it was a genuine report? Why and how was he able to wriggle out of it, and will he do so again as I continue action against him?

4. Why did the Bishop claim that the Steel report was ready for release in November 2013, and then claim that someone had made a legal bid against the report's release? How could someone have made a legal bid when no-one knew what was in the report? This claim by the Bishop led to further slurs on me, most notably Peter Ould claiming I couldn't have made the legal bid as I was not intelligent enough - Peter Ould being the Vicar who blogged about sex until recently and illegally involved himself in my case to the detriment of the church and slandered me and jeered at me openly with the church refusing to restrain him until I kept up a sustained complaint - good safeguarding?

5. So if someone made a bid against the Steel report, and the Bishop had to amend it, then the report was not going to be accurate anyway, so then the Bishop claimed to be preparing to release it, again, in May, and Bob Hill and I both took action. Why was the Bishop trying to release this report to the wrong official in Jersey though? Again, when there is an independent investigation, outside of the Church, these things need to be queried.

6. Why does the Bishop keep claiming to have 'safeguarding and legal experts looking at the report? Why does he need these people looking at the reports if it is a fair and balanced report? Why have they been looking at this report for a year and more without contacting me to include my views and amendments? Why has the Bishop not sent me a copy of the Steel report to comment on?
Who are these legal and safeguarding experts?
If they are within the Church of England then they are conflicted, if they are not within the church then they would not have waited over a year to contact me for my views or declare the report conflicted and unbalanced and inappropriate denigration of a lone vulnerable adult. The Bishop's solicitors seemed unaware of the situation when I contacted them about this, and there is no sign of an outside safeguarding panel viewing this report, because if this happened, then due to the nature of the conflicted Steel report and due to the material about the mess the Bishop has made of my case being widely available, the Bishop would already be in a lot of trouble over the Steel report.
Presumably when Luther-Pendragon tell the Bishop to say that the Steel report is being looked at by legal and safeguarding experts, they are referring to the conflicted Jane Fisher and Elizabeth Hall, and the Bishop's chaplain, who is a trained Barrister. Thus the general public are being mislead.

7. Why did the Bishop of Winchester allow conflicted Jane Fisher to illegally refer me to the NSPCC? Especially when he had said that there would be no further unsolicited intervention in my life? And when Jane Fisher had a formal complaint against her, which the Bishop, Elizabeth Hall, Paul Butler and the Church of England have still failed to deal with? How are they committed to safeguarding when they have failed to record, investigate or resolve my complaint?

8. Why am I being made to live in fear of and trying to survive, continued press attacks while the Bishop of Winchester continues to lie about the Steel report and leave me waiting to be destroyed by it? Will any amount of safeguarding experts and legal experts make it into a genuine report when the fact that they are involved, ficticiously or for real just says the Bishop only cares about his and the Diocese's legal safety, as I remain excluded?!

9. Now that you have read my questions, ask yourself, what happens to the voiceless vulnerable when the church can be this dishonest and this cruel to someone who has a certain amount of ability to write to the church in defence? what happens to the voiceless when the Church of England control what the press get to see and when the Church can subject someone to the damage they have subjected me to, and never be called to account?

This is the end of the first letter of Questions. But the Questions are exhaustive, and I am trying to live a normal life despite being under pressure from this matter, so I will leave it at that for the moment.

sincerely,

HG
