Jersey's Dean--All Quiet on the Winchester Front.

Jersey has just celebrated the 70th anniversary of its Liberation from 5 years of Nazi Occupation. In many of the sermons espoused by our Island’s clergy at Services held celebrate the anniversary was the need for reconciliation. 

Unfortunately for some clergy it is easier to talk about the matter than practice it. The same can be said for honesty where not for the first time the Church of England has provided ample evidence of its “Do as I say and not as I do” approach to life.

As an example of its double standards I cite the Jersey Deans infamous handling of a complaint made by a vulnerable person whereby the promised outcome is still awaited.

Although the complaint was made 7 years ago the matter only came to light 2 years ago following a review by Jan Korris. This resulted in the Dean being suspended by Bishop Dakin who soon fell foul of the Dean’s supporters who claimed that because of the ancient practice of the Dean, on appointment, receiving Letters Patent from the Crown, the Bishop was acting outside his remit.

Although the matter is now two years old those appointed to address the matter have either acted as though it never occurred or have arrogantly abdicated their responsibility.

The Dean was hastily reinstated following his "apology" for “any” mistakes he “may” have made and promised to co-operate with any review that might ensue.

Two reviews were undertaken and their outcomes should have been made known at least 12 months ago. 

Two weeks ago in an attempt to seek an update I emailed Tim Dakin, the Bishop of Winchester with a request that the four issues below be addressed. Sadly, but not surprisingly I have not received a reply

This is a copy of the email dated May 4th.

Dear Bishop Tim, 
It is now 2 years since you suspended and reinstated the Dean. It is also 2 years since you appointed Bishop Gladwin and Dame Heather Steel to review the Constitutional situation and the Dean’s handling of a complaint. To date no reports have been published.

It has been reported that a further review is to be undertaken in respect of the Constitutional issues. If that is the case please could you inform me what steps you are taking to publish Bishop Gladwin’s findings or are they to be incorporated into the new review?

Regarding Dame Heather's Report, you must be aware that there are a number of valid reasons why Dame Heather’s Report can never be published. Apart from the legal issues and Dame Heather’s flawed investigation, there is also the issue of the undertakings referred to in your letter to the former Bailiff last May and those submitted to Winchester Court last June.

My justification for claiming that Dame Heather’s investigation was flawed is because of her failure to interview the main witness, namely the complainant or review her arrest and deportation as recommended by Ms Korris in her Report. Concerns about Dame Heather’s conflict and unsuitability can be confirmed in the transcript of her 3 hour meeting with me in October 2013.

You will recall that before my meeting with Dame Heather it had been agreed that I would receive a copy of the transcript. After the meeting I was again promised a copy but despite numerous requests to you and Dame Heather the transcript has not been provided.

The Dean’s handling of the complaint has caused great distress to a number of people including the complainant, your self, the Dean and a large number of ordinary church goers who have seen their money wasted on flawed reviews and the ending of our 500 year association with Winchester.

The matter has dragged on and I believe it is incumbent on you as the instigator of the suspension, the Visitation, broken promises, distress, and the break from Winchester to come clean with the people you represent and make it known what you propose to do with the finding of the Gladwin Review and the Steel Report.

I know that sometimes it is difficult to accept that we are capable of making mistakes but the appointment of Dame Heather was a mistake as evidenced by the way she conducted her investigation and if her report was published it would cause even further distress. Therefore it should be shredded.

In summary I would be grateful if you would;

1 Update me on what you propose to do with the Gladwin findings. 
2 Confirm that you will not be publishing the Steel Report. 
3 Provide me with the copy of transcript of my meeting with Dame Heather. 
4 Advise me how much the Visitation has cost to date.

I would be grateful if you would acknowledge receipt of this email and assure me that my requests above will be addressed within the next two weeks. 

It is disappointing that the Bishop has ignored a simple request.  

It is not surprising that Bishop Gladwin has found the constitutional issues to be complex and that is probably why another review is to be undertaken, so why the silence?

The appointment of Dame Heather Steel was a mistake and for reasons above her Report should be shredded. I should also be given the promised transcript. So why continue to withhold it?

It has been reported that no disciplinary action is being taken against the Dean, however no reasons have been given nor whether the Dean has been exonerated.  

It could be said that as the Bishop had no powers to suspend the Dean then he has no power to discipline him. Leaving the matter open to speculation is unsatisfactory.

What is also unsatisfactory is that Bishop Dakin has claimed there are serious Safeguarding concerns in Jersey. Given my recent involvement with another safeguarding matter, I have no problem in endorsing Bishop Tim’s concerns. However what are those concerns and who is addressing them?

Given the time taken and of the personal involved the cost of conducting the reviews/investigations are likely to be in excess of the original estimate. The costs are not being met from the Bishop's pocket so why are they being withheld?

When I met a senior member of the clergy two years ago he described the Jersey situation as a mess. Two years on it can be said that not only does confusion reign supreme but the mess is now a much bigger and more expensive.



The issue will not go away and the longer there is a denial of the truth the more harm will be inflicted on the Church of England. It does little for its integrity when its Ministers espouse the virtues of reconciliation yet the Dean of Jersey and Bishop of Winchester cannot bury their differences. It also does little to inspire confidence when it cannot honour promised made.

Sadly I doubt whether anyone at Canterbury really cares, because if they did they would not permit the matter to fester.

Where is my copy of the Steel report?
You omitted sending me a copy of the Korris report before or after publishing it, which was unprofessional of you.
Where are my copies of the Steel and Gladwin reports?
There isn't much excuse for not sending them, especially as you have arranged illegal access to my records for these reports,
and are aware that the Korris report has caused much offence and distress by it's release without ensuring it is checked by those who it is about.
And seeing as you are having the Steel report 'looked at by legal and safeguarding people' how about letting it be looked at by the person you are destroying with it?
That's fair isn't it?

So the Bishop tells the Jersey Deanery that he has legal and safeguarding experts looking into their engineered whitewash, 
but as yet, after 7 years, there has been no investigation into what happened to me in Jersey and my complaints.
Maybe the Bishop can call a halt to wasting time and money on the engineered report, which he knows very well is conflicted and omits me, because the longer he keeps this charade up, the more foolish he looks, and instead do a report into my complaints and what happened to me.
An independent report, that includes me.
And I still have not been sent a copy of the Steel report, so please ensure that I am.

And with regards the Church's vote labour campaign, I won't be voting labour due to the Church of England's party political broadcast, neither will anyone who can think for themself.

Bishop Dakin,

Just regarding these 'safeguarding experts and legal experts who are checking the whitewash Steel report.
Are you aware that you are breaking the law by sharing the defamatory material with them, as you are basically defaming me to them?
They don't have my side as my side is not in the Steel report.

Also, can you explain to the general public why you only email me or try to make me only email you through an email address that reads 'bishops.chaplain@winchester.anglican.org, as if it is your chaplain emailing me, presumably this is for legal reasons as your chaplain is a barrister and can get himself legally let off if you cause me upset?
Does the Dean and Deanery have to email or be emailed through your chaplain's address?

Dear Bishop Dakin,

Please ensure that I have the contact details of these 'legal and safeguarding experts' who are supposedly looking at the Steel report.
After all, don't they need my side of things too?

And I am sure you don't just mean Batty-Broadbent and Jane Fisher and her close friend and protector. Elizabeth Hall, Fisher and Hall are obviously both conflicted and not very good at safeguarding anyone anyway, so make sure I know who to contact, as soon as possible, regarding the Steel report, which you need to send to me for amendment, as you forgot to do so with the Korris report before releasing it as if it were fact.

Involving Innocent people?

The Korris report claims I was 'involving innocent people', the reality is, the Korris report was written under Jane Fisher's direction, and turns the fact that I was turning to anyone I could think of as witnesses to try to stop the damage to me by Jane Fisher.
I have asked a number of people, mainly those who I was maligned to in Winchester in 2010/2011, to witness some of my side of things.
No doubt that will bring the same response from Fisher in five years of so when another one-sided investigation is launched in the press to glorify the Church of England to anyone who doesn't know them well enough to see through them.

The Diocese would rather I was seen as involving innocent people than the real reason, that I want my side heard, and I want witnesses, and their one-sided defamation of me has gone on long enough.
And they would rather I was imprisoned than got my voice heard and thus let people know the wrong they have done.

They involved innocent people when they launched their public attack on me and the Jersey Deanery, they have wrecked my life when the matter was in the past, and they have caused a lot of damage and money wasteage,

But is anyone going to do reports into them and publicly defame them?
It is left up to me to speak out, at risk of further unjust punishments, while the Diocese will never face punishment for what they have done.

Just for fun -email sent 20/07/2013 to the Bishop

Bob talks about things and people having teeth all the time, but I have yet to understand what it means, hence adding it at the end of this email.
I found this while looking for the email or blog post from last summer in which I suggested that the Channel Islands were transferred to a better diocese with proper safeguarding.

Dear Bishop Tim,

I woke up in the night with distresses and then I started thinking about your email subject boxes yesterday and how you say you would like to answer my questions in an email.

I will share my thoughts and a solution.

Firstly I am pleased for your sake that you appear to have at least one person who has some understanding.
Emailing only on a Friday and being civil does help. So pat someone on the back for advising you that.
I would say that Scott-Joynt should have tried Fridays and being civil, but I wont bother.

But regarding you answering my questions, I am pretty sure that you emailing me will not answer my questions.

For example, how would you answer your public absolving of the Dean for what he did, which was so very incongruent in light of the evidence and also the fact that no further enquiry had been made when you publicly cleared him, thus clearing the way for the hate campaign against me to be justified?
Do you think you can answer that without making me commit suicide? because you and I know that that was a travesty, and nothing Luther Pendragon writes for you will be a satisfactory answer for me.
No answers will change the damage to me.

Then the conflicted investigation that you have allowed to continue, that is more of the same. You wont answer me truthfully because you cannot change a conflicted investigation into something it is not, neither you nor Luther Pendragon can do that, no matter how much you talk.
The Korris report and why you didn't get Jan Korris to contact me on this email address to get my views? The Diocese were not blocked, the only person blocked was Jane Fisher because she was causing me unbearable distress and I was advised to block her. Just as she, the Dean and the Bishop could have blocked me when they decided not to bother with my complaint and have me made a criminal in front of my free and laughing abusers and their supporters.

I think that if you get Luther Pendragon to write you an email for you to copy and paste regarding any of the above questions and more, that will kill me, because I cannot take any more. Luther Pendragon is not you and they do not know me, they are a worldly, Godless company that screw people over for a lot of money in return for lying and covering their backs, and so they have done a lot of damage to you, to me, and to everyone. So Luther Pendragon do not answer questions truthfully, they do it with flowery edges so you don't see the darkness inside, because that is what they are paid to do.
You know what, you could give me some of the money you waste on Luther Pendragon so that I stop worrying where my next meal is coming from, and you could do a better job yourself.

So, here is a solution:

Bob Hill, who has acted as my mediator, as you know, says that you ignore him.
But Bob is a man of great integrity and courage. He likes the truth.

so why don't you give him an answer to my questions.
The answers wont hurt Bob.
He is there to collect such information, and you could have been talking to Bob about all this since ages ago if you had only thought about it! I am surprised that you have not actually spoken to Bob, after all, that is what he has been there for.

And he can do you a blog of your answers if you like, call it 'Bishop Tim's Answers to HG' or something.
That will make it all better. That way you can be clear and stop all the confusion.
Wouldn't it be so much better for you to talk to Bob, man to man, no fear of causing upset, straight talk, honest answers?

The best thing is, Bob is not autistic, so you don't need to email him on Fridays, because he lives in a house all the time and has a cat and some teeth. So you can email Bob your answers any day and his cat sits on the computer.
